Lagos Begins 2026 Promotion Exercise for Public Servants, Introduces New Evaluation for Senior Officers

The Lagos State Government has commenced its 2026 promotion exercise for public servants, introducing a new evaluation process for senior officers as part of ongoing reforms to strengthen the state’s civil service.

In a statement issued on Tuesday, the government said the exercise covers officers on Grade Levels 01–05 in the mainstream civil service and Grade Levels 01–16 in parastatal organisations.

The statement explained that the exercise features two key components: the Revised Structured Training Programme for junior officers and a newly introduced Structured Evaluation Assessment Programme for senior officers.

It further disclosed that a total of 5,258 officers are currently undergoing training and assessment under the exercise, which began on Tuesday at the Public Service Staff Development Centre and the Women Development Centre.

“It comprises the Revised Structured Training Programme for officers on Grade Levels 01–05 in the mainstream civil service and Grade Levels 01–10 in parastatal organisations, alongside the newly introduced Structured Evaluation Assessment Programme for officers on Grade Levels 12–16 in parastatals.

“The Structured Evaluation Assessment Programme, being implemented for the first time, includes written examinations and computer-based tests, marking a significant shift in promotion requirements for senior officers.

“The initiative is designed to ensure that career progression in the public service is driven by competence, capacity development, and performance, in line with its commitment to a merit-based system,” the statement read.

Reacting to the development, the Commissioner for Establishments and Training, Afolabi Ayantayo, commended the smooth coordination of the exercise and urged participating officers to approach the process with diligence and responsibility.

“The government remains committed to building an agile and smart workforce, adding that the introduction of the assessment programme would ensure promotions are tied to demonstrable knowledge, skills, and competence,” Ayantayo said.

Also speaking, the Permanent Secretary of the ministry, Olubusola Abidakun, expressed satisfaction with the level of preparation and organisation, reaffirming the ministry’s commitment to reforms that enhance productivity in the public service.

The promotion exercise is expected to run for two weeks, with a combination of training sessions and assessments designed to equip officers for higher responsibilities.
