FG to Begin $11.5 Security Levy on International Travellers December 1

The Federal Government has announced the introduction of a new $11.5 security levy for all international travellers, both inbound and outbound, effective December 1, 2025.

The levy, known as the Advance Passenger Information System (APIS) charge, is aimed at strengthening Nigeria’s border security, enhancing aviation safety, and improving passenger data management.

According to a circular issued by the Ministry of Aviation and Aerospace Development, the levy will apply to every passenger flying into or out of Nigeria, regardless of nationality or airline. The system will enable real-time sharing of passenger data between airlines and relevant security agencies before flight arrivals and departures.

The ministry explained that the APIS initiative aligns with global aviation security standards set by the International Civil Aviation Organization (ICAO), which require countries to collect advance passenger information to identify potential threats and improve immigration efficiency.

“The implementation of the APIS levy is a critical step in bolstering Nigeria’s aviation security framework and ensuring compliance with international best practices,” the statement read.

The Nigerian Civil Aviation Authority (NCAA) and the Nigeria Immigration Service (NIS) will jointly oversee the implementation of the levy, while airlines have been directed to integrate the fee into their ticketing systems from December 1.

Officials said the collected funds will be dedicated to maintaining the APIS infrastructure, training security personnel, and upgrading airport surveillance and passenger screening technologies.

However, some travel operators and aviation analysts have expressed concern that the new charge could increase the cost of air travel for Nigerians already facing high ticket prices and foreign exchange constraints.

The government, however, assured that the long-term benefits including enhanced national security, faster passenger processing, and improved safety compliance would outweigh the short-term costs.
